Build mud pan in 2 batches?
Since I dont know exactly how much mud to make up (might need a 3rd bag), can I build the mud pan in 2 stages, having the first layer dry some or all, then add the final layer? Will the next batch bond well enough?
Since this is my first go at this, I'd like to go slow and careful to get the slope perfect.

I recommend doing the pan all in one batch. Two layers creates a “cold joint” and you will need a slurry to bond the old to the new deck mud. For a typical 3x5x3 pan we use 3-4 bags of deck mud at 1”.
