Planning Department Curbless Guidelines Question

I bought a Tile Redi barrier free pan, not yet installed. The city’s building inspector is saying there is an issue with the pan meeting code. The main issues are that the top of the drain inlet must be 2” minimum below the “top of the dam” meaning the floor level. And that the pan has to hold 9.6 gallons of water- "The finished shower receptor shall be capable of containing a minimum of 9.6 gallons above the top of the drain inlet without spilling over the finished shower threshold.” I did a test and the pan only holds about 6 gallons and the drain is not 2" deep.

Tile Redi told me the pan is up to all codes and there is no problem. I am confused.

So the city approved my Tile Redi pan once they saw it. None of the building inspectors had seen one before. They waved the two inch and the 9.6 gallon rules but I still had to do a flood test. I had the same issue with water wicking up the Schluter band. In retrospect I should have installed it a little higher on the Tile Redi walls. Schluter says it is not an issue but I am planning to put KERDI Fix on the edge of the membrane. Let me know if that is a bad idea.
