Options to fix Uneven shower tile Floor

We moved into a home that had a newly renovated 2nd floor shower , but they didn't pitch the floor properly and there are pools of water left standing after shower. The darker areas of the tile is where water sits, so quite a big area.

The shower has one of those rubber pan liners systems and doesn't leak, would it be possible (or advisable) to just put new dry pack over the existing tile and and retile?

I'd like to avoid tearing it out and puncturing the pan liner, but wasn't sure if it was a good idea to just put a new floor base over the existing.

What are my options to fix something like this? It has a 4 inch curb to plenty of room to build the floor up.

Thanks for the advice!

Yes, I would guess it is a star tile method. A pan liner with no preslope, possible bad connection at the drain (no caulking between bottom flange and liner), no dam corners, caulk in the weep holes, and fasteners through the liner on the curb. Then, becuase the installer used common sense (wink wink) he slathered red gard on top of the pan and curb creating an even worse situation.

At least thats similar to what I find 90% of the time when I see a birdbath or other bad things I can see on the surface.
